Satguru Document Centre — stamp papers are charged double of its amount

I bought two stamp papers of 100 Rupees. Shopkeeper charged Rupees 400 for two stamp papers plus 100 Rupees for printing it (without typing). Stamp paper is a legal document and no person can charge more than 10 percent as commission. But charging 100 percent extra is complete exploitation of consumers. As there is no issuing authority in this region, they are exploiting consumers with excessively high price. Please look into the matter.
