Service Charge For Newspaper Subscription — times of india vendor charging service charge

I am in bangalore, kasavanahalli area and a subscriber of times of india. Recently shifted to this area, initially the vendor asked the security deposit of rs.200 which i paid. Then after one month he was asked me to pay rs.20 as service charge alongwith the paper cost. I refused to pay but he said it is mandatory and if you want paper i have to pay. So i don't have any other option now.
