Shops At Ibst Kashmiri Gate — Vendor charging more than MRP

I was traveling from ISBT Kashmiri gate to dehradun on 18th Feb'23 with my family. I thought of buying some snacks and a cold drink for the way. I asked a nearby Shop for the same and he asked me to pay more than the MRP. When I asked him why he is changing more the MRP then he simply said this is the way things work here in IBST and if I am have problem with that then don't buy it. I thought he is the only one overcharging however to my surprise all the vendors in the terminal were doing the same thing. When I told them that i will complain about it then they said everyone knows about it and nothing will happen. I tried to locate the complaint department at ISBT Kashmiri gate but failed to locate it. At the end I had to pay for what they asked for and did not even gave any receipt since they all are smart and don't want to get caught. I think either all the official at ISBT were sleeping or part of this syndicate. I hope something good will come out of it.
