Shops At Salem Bus Stand — all the products are sold much higher than mrp

I was traveling from Dharmapuri to Coimbatore and happened to stop at Salem Bus stand where I went to purchase a water bottle and Bourbon biscuits, both were Rs. 20 each as per the MRP printed on it.But they were sold at much higher price, the water bottle was Rs. 28 and biscuits are Rs. 25. What kind of a looting is this when enquired all the shops are doing the same, hiking the price of every products between Rs. 5 and Rs.15.

They are arguing that it's the norm here and they are not ready to provide a bill either. If it's the norm then why do we have a concept such as MRP. I hope the issue reaches to the authorities and take some action.
