Siddhivinayak Motor Driving School — Non refund of fees despite me getting the permanent licence on my own

I had enrolled myself for 4 wheeler driving training and permanent dl with sidhivinayak motor driving school. at the time of joining them i paid the advance and told them that am not sure i would get the dl through them or not as i could get it on my own form my native state of goa. after completing few days of training they convinced me to take the dl through them saying pune dl has more value in states. i therefore paid them the rest of the fees.in all i paid 6300/- rs. i completed the training but there was 8 months waiting to give the dl test in pune rto. therefore i decided to get the dl on my own from my native state of goa. upon getting the dl from goa i asked sidhivinayak motor driving school to refund the fees they took from me for getting the dl i. e. 1300 rs as 5000rs is the fee for training without dl. however they refused to give me the refund saying they have a no refund policy. this is wrong since they have not helped me to get the dl and therefore should refund the money. their website says they teach how to replace tyre and reverse parking however they have not covered this. also in order to teach highway driving he took attendance for 2 classes instead of one. is there a way i can get my refund back. is a no refund policy even legal?
