Sikkim Manipal University — Rs 1600 Money deducted from account while filling form which is not actually submitted.

Amount of rs 1600 deducted from my account while filling up form for manipal and the form is also not actually submitted.Thats Why i m asking for refund.I called service avenue which is their payment gateway.they said the money is with manipal only.i mailed them but they are saying : "Application and Entrance Test Fees once remitted shall not be refunded under any circumstances".
