Ten years back, Space Research Employees Association mooted a project to establish a Township named 'Vinveli Nagar' and collected huge amount for the allotment of the plots.The supposed Vinveli Nagar was to come up on the OMR stretch, Chennai.But, the Executive committee failed to get the clearance from the Technical committee of CMDA before the collection of the very huge amount towards the allotment of the plots.Many SREA memebrs, their family members,
relatives and friends booked the plots, paying a hefty amount(say Rs.25 lakhs) in the hope of immediate registration of the plots.
However, the executive committee of the project, enshrouded the basic details and collected money without getting the clearance of the proposed site from CMDA.It was a great blunder on the part of the Executive Committee.However, the said EC informed vide its circular dt.17.07.20 and signed by Dr.R.Venkatraman, secretary, SREA
that the Tech.committee of CMDA has given clearance for 78 acres of their land for conversion from agriculture zone to residential plots.It was assured that the next immediate action would be making effort to obtain CMDA Authority committee approval followed by publication in the Gazette of Govt.of T.amilnadu, adding that the matter has been taken up with significant progress, that might take a month's time for completion.The circular read also that the tentative working of drawing the layout has already been prepared and is ready to submission for layout approval purpose.Mr.N.Periasamy, Executive member of SREA has been lauded for helping at larger extent to achieve the goal.It is said that while it is in progress, the policy for allotment of plots to the members & the procedures are being worked out.(some of them are not SREA members).Vinveli Nagar project is said to be based on the dividing system.The committee confirmed that the final phase of the project is nearing completion.Mr.P.S.Veeraraghavan is said to be the leader and backbone of the Society.
After this circular, 8 months have rolled on and nothing is materialised.The question is how the committee/society collected such huge amount for the allotment of plots without getting the clearance from the CMDA and not acquiring the proposed stretch of the land.Why they are keeping quiet without proper intimation even after 10 years.The amount paid would have fetched an equal amount by way of Interest by this time.
The society should return the amount received with Interest(Bank Rate or higher) immediately to those who paid for acquisition of plots.The society will not clear all the formalities even in the next 25 years and by that time it will not be assured that the persons paid such a huge amount would be alive.
This arouses a doubt whether it will lead to a scam and filing of a criminal complaint against the society/SREA committee.
How to recover the amount paid duly added with applicable Interest?
