SplendTek conusltancy fraud — H1B is not filed by Consultancy after paying 1500$

Hi, I have paid 1500$ to SplendTek consultancy for H1B visa processing in March-2015, when I followed up so many times they said my application would have not been picked. I asked them to provide my Receipt Number which they have filed with USCIS but they never responded back neither to my Emails nor to my Phones. Let me know how can I file a complaint against the SplendTek Consultancy. Thanks, S
