Tata Finance Ltd — Not giving NOC for two two'wheeler loan clearance..

I have taken two wheeler loan in 2003 from the TATA finance Ltd company.. and also the loan was cleared in 2006 year... That time I was unaware of the NOC from the company is to given to the RTO Authority ...

But now when I wanted to sell my bike. It was a requirement of the above NOC ...so I inquired about the finance company, and found that it was merged with ICICI Bank.
So I went to the ICICI Bank, auto finance section...
They said after seeing the details that during theLast installment a cheque was bounced, that charges you have to pay then we will give you the NOC in next 5 working days...
So I paid the cheque bounce charges ₹ 510 and they gave me a receipt
So again I came back after the days were over to take the NOC letter...but they said your details system is not showing ...so again they said that come after 5 more day's

So again I went. To my surprise now they are telling that your details are locked by the concerned company and your NOC is rejected.
