Tech Mahindra — not received my withhold salary and relieving letter

Hi sir
My employee id 526710
My last working day was 15th march 2019 in tech mahindra; but till date i have not received my withhold salary and relieving letter. They only provided me full and final settlement after deducting my withhold salary.in full and final settlement stating that withhold salary already paid to you. I contacted hr but they not giving any response to my calls.
I need to submit relieving letter to my new employer
Please do needful
