TimesofMoney — these suckers stole my 650 rupees.

I tried to purchase a udemy course on google play app. I paid through net banking. The beneficiary's name was appearing as times of money ltd. The payment was successful and amount was debited from my pnb account. However i didn't get access to the course and google payments showed my payment as cancelled. I don't know who to approach now as transaction was successful from my side as present in my bank statement. How to legally approach these suckers?? Please someone help me.
