Tpslqr — Electricity bill not paid and amount deducted from my account

Sir I paid my electricity bill by scanning QR code of [protected]@icici bank on electric bill of mahavitaran . 800 rs was deducted from my account, but payment not received by mahavitaran.After some time I received a massage that my payment is failed and my amount will refund in next two working days.I paid my electricity bill by another way.But still I have not received my money.please help.
