Ts Postmatric Scholarship — I didn't received the total fees reimbursement

I am graduate in the year 2021 from Autonomous institute which is located in hyderabad. I have secured the seat in merit scholarship. I need to get full fees reimbursement but still now they have released only half of the amount from 1st year and remaining half of the amount still pending. What is the reason behind the pending of my scholarship release. I can give 100% that there won't be any response from state government
