Ubber Buildcon Pvt Ltd — Forcing Illegal maintenance charges for plot

I purchased plot(182sq ft) in Golden palm Derabassi in 2015. Three years later they send a later to pay maintenance of a plot @6 per sq. Ft. We deined to pay. Because we are not availing any service except security.
But now we wanted to built our house and we need NOC certificate from them. We went them for settlement of maintenance but they force us to pay @97000 for 5 years. We asked them this is not legal. We only pay genuine amount. But they behave very rude and arrogance. Instead of this. They put electric Pole in front of our plot which costs comes in our pocket to change its location..
