Sir,
I am running a bakery & sweets manufacturing unit at super shopping complex, opp. Old Sanskrit College , Solan under the name and style of M/s Daljeet Bakery & Sweet House, The Mall , Solan. I am running this business since 1993. I had Applied for electricity connection bearing a/c no. MRI-1(industrial 3-phase) and MRC-22 2(New a/c no. MR-2000222 and MRI[protected]. These connections are running since 1993 regularly. I have been paying my dues regularly as per the demand of HPSEB.
The service wire for this connection was installed from the back side of the building in year 1993 aand is existing on spot till date. I had earlier made complaints on 02.01.2012 to the Assistant Engineer , ESD-1, HPSEB, Solan, H.P. I was apprehending that the adjoining owner Smt. Kamal Verma W/O Sh. Mohinder verma C/O Satya Jwellers, The , Mall , Solan, who is constructing illegal building without leaving set backs will damage the service wire.
On 15.05.2013 at about 1.15 p.m. above said Smt. Kamal Verma and her Husband deliberately and with wrongful motive damaged the Service wire intentionally, Due to the damage to the service wire only two phase were running whereas third phase had become inoperational. Smt Kamal verma and her Husband further threatening to completely damage the service wire and disconnect the same. Due to such acts electricity connection was not fully operational.
I have made a complaint to the electricity department vide no. 255 at 1.15 p.m. on[protected]. department deputed some line man to do the needful but it was not repaired. I have been intimated orally that Smt. Kamal Verma and Sh. Mahinder Verma are obstructing the government employees of your department from carrying out their duties. It is submitted that Smt. Kamal Verma and Mahinder Verma, Therefore , have committed two criminal acts. One-They have deliberately damaged the service wire and Secondly- they have obstructed the government officers from carrying out their duties. It is submitted that applicant is a consumer & has right to enjoy the services.
Next day J.E. of the electricity dept. inspected the area and he told us to install the new service wire from the other electricity pole instead of taking any action of repairing on the old and existing service wire, apart from this no police action , no any electricity departmental action of violation & threatening had taken on Mohinder verma M/s Satya jewellers. Apart from all these, this person is doing illegal construction on the top of supershopping complex building, which may result in overload to the base of building and making the whole structure week and in future can leads to any miss happening.What should we do, i do have all the legal documents with me proving that the above person is doing illegal works. Sh. Mohinder verma has been proved illegal as per the RTI document i.e. NO: MC/SLN/RTI/[protected] DATED- 4/11/2013(Document
attached herewith) provided by MC Solan.

Secondly
unauthorized 6th/top floor tinted roof on the name of Sh. Mohinder
Verma is putting extra load on the base
of suppershopping complex building as notice bearing vide no-647 dated 21/05/2103 & notice vide no-1024 dated-13/06/2013(copies
attached herewith). Apart from this,
illegal electricity and water connection has also been installed on that
illegal/unauthorized floor.

to various departments regarding this issue,
but no action has been taken, complaints are mentioned below.

DATED-12/11/2013, no- MCSML/2013181 DATED- 16/12/2013(Copies are attached
herewith).

Although
Complaints are been done to DC Solan regarding this matter, but no action has
been taken, complaint dated
20/05/2014(Copy attached herewith).

Complaints are
also done to HPSEB regarding illegal
electricity connection, on the top/6th unauthorized floor in
supershopping complex on the name of Sh. Mohinder Verma, but no strong action
has been taken by the dept. Complaint dated-11/01/2014 & 19/05/2014(copies
attached), online complaints bearing no- HPSEB/201413, HPSEB/2014120, HPSEB/2014130, HPSEB/2014140 has been
done through ESAMADHAN, but, no action
has been taken against them till date.

Although 6th/top
floor tinted roof on the name of Sh. Mohinder Verma has been proved illegal long time ago, but none of
the any concerned departments have taken any strong action against the matter
till date, of which culprit is enjoying benefit, Although that
unauthorized/illegal top/6th floor is imposing extra load on the base of building, due to which lives of
people residing underneath supershopping complex building is in a great danger
& extra load on the base may lead to any disastrous situation in future. * Although it has also been observed, that some high profile
political leaders are also involved in support of illegal proceedings of culprit, of which culprit is taking benefit.
