Union Bank Of India — Not refunding - IRCTC Union Bank Prepaid card

I have IRCTC UBI prepaid card and it was expired on 09/18. After that I have not received any new card details. Also when I tried to login online but I am not able to do. I contacted them several times, they took my bank details, PAN card etc. but still not refunded my money.

I have filed complaint on 3/3 and no update on refund from Union bank as of now.
