Ut Enterprise — not giving noc

I didn't complete the work because i had some problems. Then they called me to pay utility and maintenance charges of rs 4500/- which i paid. Now they r saying that i have to pay rs.43000/- for getting the n. O. C. I am a middle class student. Please help me. They hide everything from me. They didn't disclose the facts, terms and conditions properly. They put my signature before showing me the agreement paper. Please take action and do the needful.
