V H NEVE — Non receipt of renewed driving licence

I had submitted my driving licence renewal form to RTO Andheri WEST on 27th March 2015 duly filled in and paid renewal fees under receipt no2289976 inward no 103148.15.So far after lapse of 3 months, have not received the same.I was harrased by police twice in this regard.Kindly help .Pl note I am a senior citizen.
