Victoryone Central — illegal demands on providing flat

I booked a flat in victoryone central housing scheme (Intellect projects pvt. Ltd). At the time of booking they said cost of flat is 33 lacs and i paid 3.5 lacs as 10% as booking amount. As per discussion with victory team they said your final demand won't be going upper than 5 lacs including all charges. Upon receiving final demand letter it's been raised as 10 lacs. Whatever things were free at the time of booking are now charged like ifms, power backup for 1 year & 1st year maintaince. Also, patrikar shulk has been charged by the builder.
2 lacs for club was not mandatory at the time of booking but they charged it while sending final demand letter.
I wanted to complain about this illegal and irresponsible behavior of builder.
