Videon Tower Parking Vendor — not allowed to park the car as space available

The vendor of the surrounding videcon tower parking has not allowed me to park the car even due space was available as he said its reserve for the companies employee as they pay bribe to them to reserve space but i want to know of its government authorised parking the every one should be allowed to park the vehicle not just who pay bribe to them.
