Vodafone — Bill genrated even after reuest for deactivation of the sim

Hi,
I have been issued a postpaid Vodafone no. in August 2014 by a telemarketing operator against a security amount of Rs. 250 with a condition that i can hand back the no. to Vodafone if I wouldn't like the no.
And I really didn't like the no. and i returned the same no. along with the Vodafone sim to Vodafone executive @ Vodafone Belvedere Tower Vodafone outlet and also put my consent over email for the deactivation of the no within one week or 10 days of of issuing the no.
As i really dont know that if I would get a recepit of returning the no. to Vodafone the Vodafone executive said " sir ye deactivate ho jaiga no need to have a receipt" .
But now in feb 2015 they have generated the bill and asking me to pay the amount for the same and also the no. didn't deactivated yet.
my questions are -
* Why there is my liablity to pay when their executive didn'y completed her job for the deactivation of the sim ?
*Why I have to pay when I have not used that no. not even a single call or sms from that no. ?
* Why I have not been acknowledge when the bill is generated for the first month ?
*And what about the security amount which i paid as in returned the sim to them within 10 days of issuing ?
When Asking to waive the charges and deactivating the sim the are saying we will not waive the charges forfiet your securuty amount and also the sim will converted into zero rentak plan.
Please tell what i can do in this matter
