Vodafone India — illegetimate bill charges

Hi I am a vodafone postpaid customer. I am on roaming for last 5 months. I opted for a roaming pack of rs 75 which allows me to have unlimited incomming calls. But last month I got my bill with approx 700 rs as incomming bill. How can i get any incomming charges when I am already having a roaming free incomming pack. They said that I connected to different network. How would i know that to what network i can connecting i still paid because they said you need to connect to vodafone network manually. I paid anyways This month also i am facing the same issue. This month i was very carefull with the network i was using.
