Vvip — delay in flat possession.claim refund.

Hi i booked 2bhk flat in vvip homes jan 2015 under subvention paln in terms of no emi till possession commitment from builder at time of purchasing. But after dec 2017 bank started charging emi and builder has not paying these emi. Vvip was supposed to deliver this flat by 2017. Now its almost 2 year delay.

I would like to file for a refund of the amount paid at time of booking and total emi bank is deducted till now from my account. Please help me in this regard.
