Wazalwar Driving School — refund refused for silly reasons

I joined the wazalwar driving school and paid a fee of 4800 rupees which included everything license fees etc. On the day i went to the office to apply for learning license they asked me to pay from my bank account and they would give a refund.

Now when i am asking for a refund to my mother's bank account they are refusing to do so i just turned 18 and don't have the time to open a bank account.
Legally i have the right to get a refund to any bank account i want to.
