Young Einsteins Pre School Udaipur — much charge on marriage certificate

I, Manish Tamboli have made marriage certificate from E Mitra Panchvati circle Udaipur Rajasthan on 6th July 2018.He has charged 800 rupees for making the certificate, including notary.
This is too much and I have official video also demanding 800 rupees for this work my number is[protected].
I have enquired in 2-3 emitra and they are charging 500 rupees for the same work but he is not agreeing as I have not talked for the amount before the beginning of the work.
I am feeling very helpless though I am complaining but many of citizens might have been trapped by these emitra.
Something should be seriously done against them so that certain norms should be fixed and the rate list should be published so that the citizen should not be cheated.
In hope that my problem should be taken as a public complaint.
