Milkman keeping cows in a residential colony without license

Dear Sir, I am a resident of Malviya Road, George Town (Opposite RAMA hospital), Allahabad. Our residential colony has 12-15 houses of respectable families including doctor, senior citizens, engineers etc. Since last two years, a milkman has purchased one of the houses in the colony but sadly, does not use it merely for residing purpose. He is maintaing a cowshed within his house (opposite to ours) and keeps 10-12 cows on the ground floor....
