Indane Gas Agency — Charging excess amount - New Gas Connection

Hi,
Recently i booked new gas Connection in Bangalore,
Agency Name & Address
"Anusha Gas Agency"
Banshankari 2nd Stage
Bangalore

They demanded 4800/- for new connection with Gas stove, when we insisted that its not mandatory to purchase stove from the agency, they came down to 3500/- which i pad promptly in cash.


After a week when i collected the allotment letter their it was shown as 1400/- towards new connection.

I don't know what happened to remaining 2500/-

For whom whom should i complain regarding this,
Can I file a police complaint regarding this??
