Recently, one Mr. James Walter wrote this letter in his ``winning notice'' to me.

I sent the form to him to be filled regarding my personall details.
There is no response from him so far.
After I sent the form to him I started to tremble. I do not know whether I made a serious blunder by doing that. I am not sure whether the letter was sent to me from a hacker. Please help me by informing that whether the letter I got was fake.
Sir, I have to continue the former letter because another letter I have received one hour ago today.

This letter says (after congratulating me and informing some addressess to be contacted) :

Please note:We have paid for your certified parcel courier charges, the only fee you are liable to pay foris your country customs stamp duty/Notarization Clearance fee of 450.00 GBP Equivalent To (Rs.32, 231.44 INR), for approval of your certified parcel delivery by the Indian Customs.

Is it true? Is it an attempt to steal the money from ``winners''(!)? Shall I proceed? One more question.Even if somebody answers in this website affirmatively, how can I trust his/her letter as this website is open to all and anybody can write anything which will be published instantly. What is the proof that the letter which may give me assurance is not from a cheat?
I think it's a scam!!!

and this

Thank you very much for your email which contains the basic information we
require to issue payment of your winnings Valued at Two Million Great British
Pounds Sterling to you with immediate effect.

Attached to this email is your prize claim certificate issued by the British
Gaming Commission showing that you have been certified and approved as a
winner of this promotional sweepstakes by the British Gaming Commission and also
a payment choice form which you are to complete and then send back to us for
further processing. This form shows the different choices of payment available
to you to receive your winnings in your country and these choices are listed and
explained below for a better understanding on your part.

The first choice is the bank to bank choice, in this case, we will provide
information of our paying bank and they will begin the process of issuing
payment to you using the various methods at their disposal which includes
setting up a bank account in your favour with telephone banking capabilities
which enables you to make withdrawals, international transfers, bill payments
and any other function carried out by a normal checking account.

The second choice will be the cash payment method; here you will be invited to
receive your funds in cash from our affiliated security and finance company
