I was going for my journey from Bhacau to Mumbai Central on 21/1/2009.While arriving at platform i found that my wallet has been stolen by someone and my ticket has been lost. i had came to platform before 1 hr from starting time of journey. i went to meet 'station master' of station BHACHAU and told him about the fact. instead of helping me out by issuing me a duplicate ticket, he gave me a suggestion to make a police complaint and bring LC for duplicate ticket, which was not possible within 1 hr. i somehow sat into the train without any original ticket or duplicate ticket.
My ticket details are as follows:
Train Name:- Kutch Express
Passenger Name:- Arvind Vora
Date of journey:- 21/01/2009.
Coach no:- B1
Seat no:- 31.
Reservation status:- CONFIRMED.
Ticket fare:- Rs 800.
After sometime, a TC came for ticket checking. i told him that i dont have my ticket as i have lost it but i was having my PAN CARD and i showed him that i am only the person with whose name the ticket is booked. He too agreed that i was only the person to whom seat belongs to.
he told me that fine is rupees 1600 as i dont have any ticket but as you have showed me this pan card then you will be fined 800 less that is 800Rs. i Requested him to charge less but he didnt.
He said me that this is the rule.
I paid him the amt he said and he gave me a official receipt of rs 800 numbered G068280.
NOW,
ACCORDING TO THE RULES OF INDIAN RAILWAYS
REFUND ON LOST/ MISPLACED TICKETS
No refund is permissible against lost/misplaced tickets. However passenger will be allowed to travel on the reservation already made on confirmed one or RAC .If the loss of confirmed/RAC ticket is reported before the preparation of the reservation chart, duplicate ticket will be issued on the collection of the clerkage charge per passenger. If the loss of confirmed/RAC ticket is reported after the preparation of the reservation chart, duplicate ticket will be issued on the collection of the 50% of the fare . No duplicate ticket will be issued after the preparation of reservation chart in case of RAC ticket . Loss of tickets be reported to railways immediately to prevent fraudulent refunds on lost tickets.
Then how can he fine me such a big amount!
I want a fair justice against this issue. i Hope you help me out from this problem.
