As per the Negotiable Insturments Act and as per RBI guidelines, any bank account holder is entitled to a cheque book unless he wants one. So if you want one, the bank has to give you. What banks are doing these days are that they are finding it difficult to process cheques manually, and as everything has become online, with features like NEFT, RTGS, Swift and ECS, banks these days prefer to let the servers take care of everything rather than processing cheques manually. If you issue 10 cheques a month, the branch has to process them manually, and if 10, 000 customers in one branch do that, its a 100, 000 cheques for them to process manually by each branch, and it would be millions of cheques that would pass through the clearing houses in each and every town and city. If things go online as they continue to discourrage the usage of cheques, the manpower requirement for banks is reduced heavily, and all that the staff have to do is to just sit and relax while the servers do the work for them.
Actually speaking getting things done online is easier for the customers as well, but if you still want a cheque book, just write a letter to the manager and send it to him through registered post with acknowledgement, saying that you are aware of the NI act, and that you need a cheque book and that you know that the bank cannot stop you from using cheques, and if they do not provide you with a cheque book within 7 days, or make any delay at all in the future in providing you with cheque books, you will be forced to go legally against the bank and claim damages.
You will find the manager at your doorstep the next day with a chequebook with sugar on it.
