Haryana Urban Development Authority [HUDA] Complaints & Reviews

I (76 years old) and my wife is (66 years old), were originally allotted a plot by HUDA (Sector 57, Gurgaon) in year 2004. The plot was later changed in the same sector of Gurgaon, as there were some litigation issues in the original plot. Till date, in-spite of repeated requests in written as well as personal visits, the possession has not been allotted. It is giving me a lot of pain and humiliation that more than 11 (eleven) years have elapsed and HUDA has not been able to deliver possession. I am a senior citizen and have retired from public undertaking unit.

Dear Sir, This has reference to the letter no- 12697 dated 6th November 2015 from the Executive Engineer, HUDA, Circle No. 1, Gurgaon in response to my email dated 16/10/2015 to you. ( Copy enclosed) I sought few clarifications in my mail to you. All points were related to the development of the area where my plot is situated except one point in which I asked for a copy of the court order, which has given power to HUDA to, claim additional enhancement money from the plot holders. Till now neither I was not provided a copy of the court order nor any satisfactory reply about the issues raised by me about the development of the sector. Your Executive Engineer provides me about the development works, i.e. water supply, sewerage, the road up to WBM & electrification work only. But I was not provided the other development work which also includes street lighting, park, club/community centre, hospital/dispensaries, shopping area, school, security, cleanliness etc. These are very basic needs of residents of a colony and HUDA promised me to provide these. All these things are unanswered. Your Executive Engineer informed me that date of completion of development works surrounding the plot no-2256, sector-57 is 13/04/2010. This is totally untrue and, in fact, I got the actual physical possession of plot on 29/06/2012 after removing unauthorized construction on my plot. At that time also there was not even WBM road in front of my plot. Your engineer is trying to shield corrupt / inactive persons by supplying false/incorrect information. As a proof I am attaching an image taken from the Google map dated 03/08/2013 which shows that there was no approach road for my plot till that day. A few days back, I visited the location of my plot and find that even now there was not even metallic (WBM) road in front of my plot and surrounding to my plot and most of the roads in the sector were in a very pathetic condition except a very few part of roads which are good. There is no street lights in the entire area, no cleanliness, no security, no shopping area, no club/community centre, no school, no health centre, plot allotted for the park was in very bad and unimaginable condition with some unauthorized rooms/ huts constructed in the park area. It looks like an unauthorized and unplanned colony cut on an agricultural land by some villager and not by a reputed state government organisation like HUDA which has a huge force of highly capable and qualified persons and with the backing of state government. HUDA gave me the offer for possession offer on 14/01/2010 vide letter no 892 but due to delay in handing over possession and inaction in respect of the development of the site by your team, I am not been able to construct my house for last 6 years. I have to make alternative arrangements for last 6 years for accommodation because of your fault and delay. Due to delay in handing over the physical possession and non development of the area I have to spend additionally to live in Gurgaon. Presently I am finding difficulties due to very high rates of rented accommodation and I am compelled to leave Gurgaon shortly. Now you have to pay the compensation for the same. The cost of constructions has also increased in last 6 years which will be claimed from you apart from the other damages. I once again draw your attention to the point no-7 of the allotment letter dated 28/01/2005 that possession of the site will be offered to you on completion of development work in the area, where the site is situated. In fact, this is the only point in which you made a promise to me and all the other point are relating to either penalising allottee or providing you some authority or some directions to the allottees. You failed to fulfill the only promise made by you in the allotment letter and expecting that allottees should fulfill all the other terms and conditions/ directions of the allotment letter, is unfair. On the basis of the terms and conditions of the allotment letter, I accepted the plot and paid the entire savings of my family. It is very unfortunate that your entire team defrauded me and now trying to justify by supplying wrong and incorrect information. I am also attaching the printout from your website which clearly mentioned that the offer of possession of plot is given after completing all the development works in the sector. Please also provide a copy of the court order which has given power to HUDA to claim additional enhancement money from the plot holders. I suspect that your officers are not giving correct facts to the allottees and trying to collect the amount illegally in the name of the Court order because out of Rs. 575, 61, 41, 460/- towards of enhancement demanded by HUDA only Rs. 23, 03, 34, 548/- is awarded by the court after allotment made to me and rest of Rs. [protected]/-( i.e. 98% of total amount towards enhancement) was awarded by the court was on 21/07/2003 which is much prior to the date of allotment. This fact was not disclosed to me in the allotment letter which means that you had concealed this material fact relating to the plot, willfully. I am feeling cheated as you are demanding Rs. 6712.91 per square meter additionally towards the enhancement of cost which is about 145% more than the tentative price offered to me in the allotment letter and not disclosed this material fact that out of this 96% amount was relating to the period before allotment of plot made to me. I hope to you will enlighten me about concealment of major and material fact to me at the time of allotment. I hope to get an early reply from your side. Thanks

Respected Sir, We are resident of Shastri Colony, Old Faridabad, Haryana. We are facing a problem, i am repeatedly raising this concern since one year (by all means email, written application to Huda office, MCF, Horticulture department, CM Window) but we have not received any response. Would like to bring to your notice that H.No 931/B, Sector 19, Faridabad. Mr Praveen Gupta (Advocate, Supreme Court) has illegally encroached the land of his nearby area, stating that he purchased this land and converted this land to his personal garden. Due to this neighbors are facing lot of problems, Due to this boundary created by him neighbors are not able to take their cars to there home as the width of road is hardly 6 feet now. People even face problems with crossing the nearby road. There is a big tree in middle of this road which covers the complete road, this problem is raised multiple time but no solution yet. We went to the Leisure valley park, sector 29, Gurgaon. The park is nicely maintained eventhough it convers a large area. But to our dismay, the basic amenity of washrooms/toilets for ladies and gents was found locked. Our group was having children, ladies and old people. After finding the care taker, we have been told that the toilets would be open from 4 am to 10 am only. After lot of persuation they opened them for a while and again locked. Our suggetion is HUDA can collect money interms of entry tickets which can be used for proper maintenance. Authorities are requested to look into this matter urgently to avoid inconvenience to the public.

Dear Sir A sizable no o[censored]nauthorized shops have come up opposite St Xavier School Main Gate on Vikas Marg, Rosewood City, Sector 49, Gurgaon on green land under high tension transmission lines . No of shops are increasing day by day and going to be messy very soon. It is also security threat to close by residents living in apartments and villas . Rosewood city also has witnessed thefts of car parts and tempering of tyres by unknown miscreants . Pl enclose find a pic of the shops . You are requested to get above land vacated, fence it make it a park and let some nearby RWA undertake to maintain the park operations . In case no RWA undertakes to maintain the park then our NGO can do regular maintenance provided you get it clear of encroachment, fence it properly and provide water facility for lawn .Rest NGO will take care .If allowed we will organize Free Yoga classes daily morning and evening from this park with support of Yog Sadhan Ashram in Rosewood City sector 49, Gurgaon . Hello, We are residents of Sector-2, Faridabad, Pin 121004, living in house numbers- 2518, 2515, 2513, 2507, 2522, 2527, 2504. Our neighbour living in house number- 2514 has cow and bufallo and tying them in front of our houses which is illegal as per our knowledge. Cow and bufallo are NOT allowed to keep in sector area, still they are doing it forcefully. There are lots of problem we are facing like, our street is very dirty due to their dung and waste material. It creating infection and our small kids are getting affecting much. We have raised such concerns earlier too when you came and helps us but again they have started keeping cow and buffalo again. Pls help and take a strict action against this.

In Sector 56, the road from Hong Kon bazar to Double Hilton is badly lit. The light have been not working or lights have not been installed in many places leading to issues on safety of the citizens. Request for immediate action by HUDA Authorities.

Dear, i rajinder kumar owned a shop cum flats in sector - CUE plot no. SCF 12 i applied for conveyance deed for my property on 20/07/2015 . Huda department is saying that your building is non compoundable as per huda norms .. I just applied for conveyance deed not for completion .. I paid the amount for land as well as stamp paper thats all for conveyance deed not for completion .. And there is no role for building structure in conveyance...

In sec 57 sushant lok gurgaon acres of huda land has been illegally occupied. Junk dealers, chicken slaughter, buffalo shed, cobbler, car mechanic workshop. You name it, it is here. Rigoss the maintenance arm of ansal buildwel has done nothing as has huda done nothing. Residents are living a life of fear and intimidation. After the mg road shoot out will some authority wake up from slumber.

on 12th July a tree which is bearing a number 3859 ( located in sector 4, Gurgaon) has started leaning towards the road because of heavy rain. It looks as it can fall down at any moment. This could damage electricity transmission line wires and could damage any passer by. So you are requested to take a quick to avoid any damage.

Hi I want to draw your attention towards blocked sewers in HUDA Commercial Complex, Near BJP Office Rohtak.The sewers are overflowing due to blockage & not allowing drainage of rain water.Due to this the water is logging around the street & creating problems. I am a resident of Himshikha, Pinjore. On the way to Himshikha, just after one crosses the bridge (around 100mtrs) on the right hand side of the road, some miscreant has encroached upon HUDA land by attempting to make a Hindu temple on it. This started almost 2 year ago when someone put a statue there and started worshipping it. Gradually, the miscreant has made more developments there in an attempt to encroach the whole area. There is now a concrete flooring, shed, water tank, fencing etc (photo proof attached) This is completely illegal. No one has stopped this activity. In the future it may cause huge traffic jams if people start visiting this place regularly. I demand that action be taken immediately. Concerned resident.

We have complaint many times that a encroachment is increasing day by day in shopping mall complex in dlf ph 1. Market famous for duplicate branded cloths has no way to walk. The new association has given permission to the shopkeepers to keep there goods out side the shop. And it is being done with the understanding of police and the association. Earlier there was a association of one retired wing commander. There was no encroachment because he never give bribe nor take bribe. Why police is not looking it even once fire made in the complex and there was no way for the fire men to reach the place. It creats doubt

Hi, i would like to bring to your notice an illegal parking started a month back behind Plot No: 90-B, Pascos Building, Udyog Vihar, Sector-18, Sector 18, Gurgaon, Haryana 122008. the parking guy, has now erected a board of no parking along genpact's road and punctures any car parked there. he forces everyone to park in empty plot behind this plot. The traffic police guys who stand near the spot knows about it but avoid taking action. this is extortion and no one can say anything to them as they are locals and can harm people and their cars. expecting a stern and immediate action. regards, offiice bearer who is forced to shell out money to parking mafia.

Respected Sir, Would like to bring to your notice the really bad condition of sector Roads near Housing Board Colony, Sector 10 A Gurgaon. It is full of crater size potholes and stones, which is causing great inconvenience to the people living here and also considerable damage to the vehicles which are driven on that Road. I have not seen the road being repaired even once in the past 2 years .You are requested to look this matter and hope for an action on this at the earliest. Regards Soumen
