Hexaware Technologies — About experience letter & Relieving letter

I work in hexware for more about 1.5 years but due to medical reason. I have left the job in 1 day notice period.
So after a month I got FNF letter stating that you need to pay Rs. 1936 as settlement amount.
But when I asked to my ex Team lead he told me that it is in the hand of HR.
And when I called Hr ( Varun { Ghansoli MBP}) he told that it is in the hand of management.
Now I am ready to pay my settlement amount but both of them are not allowing for doing it so.
Please help me has I had already got a job but waiting for a experience letter.
