Housing Society — not taking the maintenance charges

Dear sirs,
I am a owner of 1 bhk flat. Our apartment located in vapi. There are 25 flats in a building where only 5-6 flat owners are live. Others are rented. The society was not registered. Two-three flat owners collect the maintenance from us. But they will not arrange any meeting even not shows the expense to anyone. Collectively they take decision and force to implement for all. When i asked to show the expense they refused and since that they are not collecting maintenance from me. From last one year they are refusing to collect the maintenance from me. Some of rented persons are also not ready to give maintenance.
Now our society electricity was cut by dgvcl due to payment. So the water supply also stopped due unavailability of power. And this was happened third time in last two years. When i ask them about they clearly said that "i am not looking this, i don't know anything" everyone gives same answer.

Give me a suggestion to sort out the issue. Or suggest me is there any provision to pay the maintenance where i can able to pay as they are not ready to collect from me.

Incase the society is not registered, it is suggested that you along with other members get the society registered under Gujarat co-operative Society Act 1961. Act as well as Bye-laws have clear rules under which a society can operate.
