Indian Medical Association — doctor not giving receipt for payment made

Address: Vadodara, Gujarat, 390011

I consulted dr. Haresh shah, dandia bazaar, baroda gujarat. He charged me rs 1000 for pulmonological consultation. Only thing he did was constantly insult me and extremerudeness.
Now ha is not giving me the receipt for amount he charged me inspite of asking formally by email.
Please advise, should i report this to income tax authorities? That is because i observed that no receipts are issued to any patient.
