[Resolved] Indigo Airlines — Harassed by ground staff at Kolkata Airport

I was travelling by Indigo Flight 434 from Kolkata to Bangalore. The name of the counter staff was Niyaz.
He asked me to check in my cabin baggage(which met all the cabin baggage dimensions) because I was carrying a laptop bag. My luggage weighed 15.6 kgs and my cabin baggage weighed 4.8kgs. I have a Dell laptop which has a weight of 2kg. Even if my laptop bag and cabin baggage are combined, the weight of both the bags stays within the maximum weight(7kg) allowed. However, the ground staff(Niyaz) asked me to check-in the cabin bag saying that only one piece of cabin bag is allowed. I told him a laptop bag is not considered as a cabin bag. I was not carrying any extra purse or sling bags. It was just a laptop bag. He made me check in my cabin baggage, told that now my luggage has exceeded 15kgs and I was made to pay for excess baggage. I am a frequent flier and I have travelled many times by Indigo. This was the first time I faced this issue. I do not know if the issue was with Indigo staff or the fact that I was flying from Kolkata airport. Please provide me with a valid justification.
