IOCL — no delivery of refill cylinder on time

I booked for refill of cylinder on dt.15/12/2013 but till now i have not get delivery. so many times personnel y go to gas agency office & telephone also which provided by the agency. but no responding .
pls do needfull to aviod this late delivery every time.because i have single cylinder connection.
