Updated by RMS4211 I have already share the copy of the mail to Ixigo, mail received from Airline-Indigo in the mail airline already confirmed that they have processed the refund for the amount of Rs. 1699/- to the travel agent account as on 24th March.
Now it is the ixigo who is being adamant to not to return my money, copy of the mail is as below, i urge to take strict action against ixigo.

With regards to your mail, we would like to confirm that under your IndiGo PNR/ booking reference OH8IPC stands cancelled. Further, a refund of INR 1699 has been processed from our end on 24th March 2020 to the travel agency account.
Requesting you to get in touch with your agency to claim the amount.
