Karnataka State Open University — not getting degree certificate

Hi, i am parikshit mehta. I have done my mca in 2015 from ksou but till i don't get my degree certificate. Once i proceeded for that but i got reply by ksou that "we don't issue degree certificate right now and once we'll start, we inform you" but still i don't get any message from ksou.
