KSOU — Marks card not received

I had enrolled in MBA in Karnataka State Open University, Belgaum . My study centre is at anagol. I have completed all the semesters successfully but have not received Mark Sheet for the 4th Semester examination held in 2013.I have cleared the exam according to the online results. I have been chasing the concerned persons at the centre but there has been no help from their end and no action has been taken so far. till today there is no reply from study centre as well as from university. if it is happening with all students what is the use of doing higher education with KSOU.
