National Highways Authority Of India [NHAI] — Damaged roads

Today i am coming from jaipur to gurgaon via jaipur gurgaon highway. The roads are very much damaged on the way from behror to the novell toll. The damage is so serious that it may cause serious accident too. Also the animals are coming on the highway as well as roaming on the highway. This is also a serious concern. I am a resident of manesar sector 1 and my vehicle is exempted from paying toll tax.But the toll guys are forcing me to pay tax every time.
They are using slang language if you argue with them.

Solution to me is.In toll it should be clearly written who are exempted for paying toll tax.And strict instruction should be followed for it.
