National Highways Authority Of India [NHAI] — Toll collection from vijayawada to Tadepalligudem

I travelled to rajamundry from vijayawada (paid toll tax till tadepallugudem)and collected toll taxes in 4 locations. Most of the road is under construction and it's in worst. Why toll is collected for bad roads.
