Ola Cabs — Booking without proper validation

How can travel agency can confirm a booking without validating user contact details?. I just received a booking confirmation message to number without me booking the cab. Customer care responded saying this "booking was done through website and we are sorry we can't say anything." Who designed such website for you which doesn't even validate important data field?
