Passport Office Dehradun — My passport application failed but money deducted and not refund

Sir, i apply for fresh passport on 4 th april online and my application was failed but my mo ey es deducted from my bank through upi mode...and still almost one month but not refund...

then i again apply with Netbanking then application done sucessfuly in second attmpt..

but my first attempt money is still not refund
