Passport Office Delhi — Delay in passport processing

My wife (umang gupta) has applied for renewal of her passport for change of address. Her file number is dl[protected] which was deposited on 17/09/2015. Till date online status is coming (passport application has been submitted along with applicable fees & supporting documents). She has given all documents required by the officer. Now we are following up regularly following up with them their no proper response from passport office (ito herald house) nor rpo office is giving any response neither we are sure when my wife will get her passport. We cant go again & again to their office as we have very small baby of 3 months.

I have applied for passport on 14-12-16.When I have done the payment, my payment status has been failed but amount of 1500 has been deducted from my account.My Application Reference Number is 16-[protected] and paymnet date is on 14-12-16. kindly resolve my issue as soon as possible.
