Passport Office Surat — Passport Cover

I have accidentally applied for passport cover at PSK Surat. I was not allowed to see the product nor touch it. Now when I have received the product, it is pathetic. Probably the worst purchase ever from TATA. Now when I want to refund the product, it is not allowed. I am stuck in this situation where I don't want the product and I have paid the price that's not worth it. Please help me to get refund for the product.
