Passport Office Surat — Police verification done but still my passport on hold

My name is purvi Malviya. I applied for passport renewal.[protected] I visited psk udhana surat. Till now my passport on hold. I want to change my surname and correction in birth place which was(Mumbai - Rajasthan ) written in my old passport. I visit 3 time psk but nothing work. Till counter A it’s good. But counter B and apo department is very rude. My 3 old child also understands and said why r u shouting on my mumma. Every time they want new documents. I don’t have birth certificate. I have my school leaving certificate . Finally after 3 visit they told me to go RPO . But next day on 3rd aug I received email for police verification and after 2-3 day I received msg from police station and I’ll done my police verification. But still now my passport on hold. There is no available appointment for RPO. Call is also not answer. 1 pm is time for appointment but on 1 pm slot is full. How this is happen. Almost 3 month complete but nothing happened.
