PRTC — driver and conductor ignored the passenger's complaint - patiala to delhi volvo bus service 12.40pm

Date - 6 may'18, 12.40pm bus from patiala to delhi. The driver played a movie at very high volume. One who isn't interested to watch had to forcefully suffer. One fellow passenger complained regarding volume. Bus conductor literally ignored and didn't lower down the volume. After sometime, i went and requested to lower down the volume. They again ignored and went on saying, "inni ghat awaz ch kuch v ni sunda" and made the whole journey terrible and painful. I want to raise a concern that not one who is travelling in bus is tuned to digest high volume music/ movies. One has paid so much amount just to travel peacefully in ac bus service, not to suffer this sick minset of bus conductor and driver. And also if they kept on playing high music and volume how will they concentrate on driving on such busy and risky national highway. This poses a big danger to passenger's life too.
Please implement some strict rules.
I am hopeful that my complaint will be processed and prtc deptt will maintain the trust in passengers.

My money got deducted from card but the transaction wasn't completed at merchant side so got no ticket. How to get the money back?
