Reliance Smart Point — Transaction successful but refund after 127 days, so want penalty amount as per RBI norms

As earlier I complained about my 2 refund issue, I got the money after so much troubled I face, , , my two succesful transactions were done on 19.11.22. Out of that one refund I got on 22.12.22 and another I got 21.02.23 respectively. On a special note- As per RBI norms (UPI)
a Account debited but the beneficiary account is not credited (transfer of funds). I[censored]nable to credit the beneficiary account, auto reversal (R) by the Beneficiary bank latest on T + 1 day. ₹100/- per day if delay is beyond T + 1 day.
So being eligible I'm appealing for claiming the amount
