SBI Credit Card — sending me credit card bills without having me issued the credit card

I applied for an sbi credit card and i was told by the representative that it will be delivered to me in next 7 working day. But i did not receive it even after 45days. After few days i got a call from sbi card representative to tell me about the benefit but i also intimated him that i have not received any card.
After around one month i received a bill of rs 589. For the card which i never used. When i called the customer care she agreed there was some mistake with address. But refuses to wave off the bill and says i will be charged interest after due date.
Please help i am being charged for the facility which i never availed.

Sir, account maintan karne ke liya peisa nhi hai, to kha se laye. Ya to kidni bech de ya fir body ka khoon nikal kar bech de sir aap batye kya kare jab a/c maintan nhi hai to or village me bank nhi hai jo bank hai uh city me hai .so sbi regusting this problem solve, please do the needful.
