SBPDCL — With connection billing is being done

Sir / mam, An year back one represnatative of SBPDCL can and got the EB meter installed at my home When I have asked for connection He replayed that a different vendor will get the power connection extended up to my home and he went our since than no one came. Few days back I have received an electricity bill with consumer number 2918794 Under ara division with account number HQR - 4327. I am surprised that without connection how SBPDCL can raise bill to me and second that why even after an year SBPDCL has not provided power connection to me while they have installed only meter an year back; regarding the same I have already complaint to company with complaint number O [protected] but no resolution till date received; even no any representative of the company have can to contect me.
